August 4, 2005: Al Qaeda deputy Ayman Zawahiri said to the United States on Al Jazeera television, “If you go on with the same policy of aggression against Muslims, you will see horror that will make you forget what you had seen in Vietnam.”

As a Vietnam Veteran let me tell Ayman Zawahiri this, “Because of our excellent News Media machine the United States people have already forgotten why we went to war against Al Qaeda.” So stop giving yourself credit as if anyone cares what you say.

I’m a Vietnam Veteran and I forgot about Nam the day I left it.

Subject: Involuntary Manslaughter

Thank you for taking the time to call me and I’ll use this letter as a recite regarding our phone conversation on 9/13/05.

Laws and Code denies report thus endangers public
During the conversation I requested a copy of the letter sent to the YMCA camp about the fire inspection that I said, might have taken place on 9/1/05. You indicated that you where not sure if I could have a copy of the letter. I did warn you that any written material you send me could be used against you, and you seemed unwavering as if that automatically is understood and such responsibly comes with being the leader of code enforcement, and I appreciate that.

I trust the Sheriffs department doesn’t work against you because it appears to act that way with me, therefore I might be sending you some of the correspondence I have had with the Sheriffs department. I request you get a copy of the Sheriffs department written statement about the 8/16/05 meeting in which fire safety code was conversed. Please send me a copy of that written statement. I will be sending a copy of this letter to Attorney General Bill Lockyer @ Public Inquiry Unit and that might help communications between you and the Sheriff’s department, and in particularly with San Bernardino County Sheriff Gary Penrod’s Internal Affairs Division.

Child Safety drug testing Code?
In our phone conversation I mentioned slightly about the fact that you hand no information about the 8/16/05 meeting I had with Big Bear YMCA camp official, Ms Tara Poposina and the Sheriffs department. I mentioned about a Code for the screening and testing process of camp personal; drugs for example. Codes for personally testing of clients and types of mass evacuation provided by big Bear Lake in the event of a fire. A fire that would separate Bear Valley road from the camp, thus the need for large boats; hopefully the lake isn’t frozen causing boats unusable because of thick ice in some places allowing children to try and walk across it, only to find out to late that the ice isn’t safe, then watch friends brake threw the ice and drown in a terrify struggle with death. I witnessed a friend die that way at the age of 10.

One only has to play with the above scenario for a short time to realize that camp evacuation could be impossible during particular times of the night and weather conditions etc.
Point being, the location of the camp is too dangerous and should be taken by emendate domain since Santa Monica YMCA supervisor Ms Tara Poposina didn’t want to lose the camp even if lives where placed in a dangerous environment. At the 8/16/05 meeting she seemed to think the Code allows, what I conceder, camp neglecting of the grounds, thus causing a fire danger to us neighbors. She felt the camp was in the limits of the codes. Lieutenant Joe Catalano pressed Ms Poposina about testing for illegal drugs but Ms Poposina refused such a commitment then. What does the Code say about that? Ms Poposina said she would decide if camp personal or clients should be tested for drugs or unsafe personalities.

Pattern of secrecy, and denial of responsibly, Example given:
Mr. Dubuque, one of the reasons I will ask Attorney General Bill Lockyer’s Public Inquiry Unit to investigate the 8/16/05 meeting regarding Codes and Deputy Edward Jimenez’s, Incident report #160501282 is because a pattern of secrecy, and denial of responsibly appears intentional, and a plan for non-responsibly is designed into such non paper trail meetings. A meeting with no written report given to the participants and the newspaper public deliberately allows for the excuse of ignorance and secrecy and puts children in danger so adults can be irresponsible for the children’s safety. A direct example is the fact that you appeared unaware of my involvement in this fire safety matter even after I have sent many E-letters to those listed below. You are either being secretive to me or your colleagues are being secretive to you and or failing in their duties. Obviously it’s only my opinion but such poor communications is why I will request Attorney General Bill Lockyer’s Public Inquiry Unit to investigate and replace irresponsible government personal.

Hurt Big Bear’s image
Some of my Web blogs even contain the email address of those who received my email letters; and still you Mr. Dubuque where not informed? Based on my one year of living in the Big Bear Lake area, I would guess some would rather not share negative information with the public because the “negative truth” would hurt Big Bear’s image.

Evacuation plan every year?
The YMCA camp owners and or Big Bear Lake (BBL) politicians are allowing a dangerous situation to exist. I say contributing to a dangerous situation because; I’ll bet that you Mr. Dubuque, or any BBL agency doesn’t have the authority to close the BBL YMCA camp. Close the camp because of required laws or Codes that demand the camp submit an updated evacuation plan every year. A BBL approved evacuation plan based on different avenues of escape, based on weather conditions and viable departure plans. Plans in the event Bear Valley road is blocked off and other possible scenarios.

Real Example:
34 deaths accrued at St. Rita’s Nursing Home because of hurricane Katrina. Louisiana State Attorney filed involuntary manslaughter chargers (34 counts of negligent homicide) against the operators of St. Rita’s Nursing Home because they refused to remove 34 of the patients.

BBL Scenario:
1. 34 deaths accrued at the Big Bear Lake YMCA camp because a fire forces the camp’s children to find safety in the lake.

2. Incorporated City of Big Bear Lake’s refuses to close the Big Bear YMCA camp. Refuses to close the camp knowing that they, the City of Big Bear, cannot provide sufficient evacuation of the camp in the event Bear Valley road is blocked, because of fire, mudslides, road repairs etc.

3. Who’s responsible because Incorporated City of Big Bear Lake didn’t have boats big enough to break through ½ inch thick ice and evacuate the 100 people, 24 who drowned falling through thin sections of the ice 10 burned alive?

Mr. Dubuque, do you think there might be 34 counts of negligent homicide in such a BBL scenario? If a death should accrue because of a dangerous situation then the camps owners and or politician’s and possibly yourself are guilty of involuntary manslaughter?

The point is hurricane Katrina
The point is that hurricane Katrina should serve as a wakeup call, not just about FEMA, but also about inept political hacks, law enforcement cronyism and hypocritical newspapers nationwide.
